Springbrook is a HOA (Homeowner Association) community and is regulated by governing documents in order to protect property values, preserve the beauty of the community, and maintain resident satisfaction. We encourage you to take time to read Springbrook Square Covenants, Conditions & Restrictions (CC&R's) and Operating Rules. They are the governing rules that we must all adhere to in order to make this a great place to live.
Below, you will find the answers to many questions that new residents frequently ask. For specifics and the official word on any topic, please refer to our CC&R's and Operating Rules in which can be found in the TownSq documents section (login required).
Automatic Payment of Home Owner Dues
If you would like to have your homeowner dues withdrawn directly from your bank account each month, complete the ACH Debit Form. Unless signed up for ACH Direct Debit, you will receive a payment coupon annually book from the community management company (Associa).
Garbage
Regular garbage and recycling pickup is Thursday. This service is provided by www.wmnorthwest.com. Bins must be stored out of sight. Bins can be placed at the curb no earlier than Wednesday afternoon and must be pulled in and out of sight by Thursday evening. Please follow Waste Management guidelines for what to place in each bin. Please flatten cardboard. Make sure containers close thoroughly (crows love to sift through your garbage!)
Home-Based Businesses
Home-based businesses are not allowed to operate within Springbrook Square.
Garage Sales
The Community holds one garage-sale annually.
Irrigation
Irrigation for Community spaces, front yards, and common areas is provided and maintained by the association. Be mindful of irrigation heads located near sidewalks and walkways and only park on pavement (especially during winter snows!). Owners should not alter or do work on irrigation lines. If your irrigation isn’t doing the job or needs adjustment or plant growth is impeding the irrigation, submit a request on TownSq.
Landscaping
Our landscapers come on Tuesdays to mow, edge, prune, rake and fertilize. They are responsible for our common areas as well as the front yards. Questions regarding landscaping should be directed to Associa, and not the landscapers directly. Landscapers are not able to provide any backyard services under the HOA contract.
While we allow homeowners freedom to do some of their own front yard landscaping, it must be maintained to a standard in keeping with the overall look of the neighborhood. Proposed landscaping plans must be submitted before starting the work via an ACC request and reviewed/approved by the Landscaping Committee.
Parking
Each townhome has space for 2 cars: either in the garage or in the space in front of the garage. Any townhome without a parking space in front of the garage will be assigned a parking sticker designated “NDS” (No Driveway Space) and can park in the signed spaces nearby.
All townhome residents will get one parking hang tag which should be displayed prominently in the vehicle. Owners are responsible for getting these parking hang-tags to their tenants. Cars without hang-tags or parked improperly may be towed at the owner's expense.
We have fire lanes around Springbrook Square that must remain open at all times. If the curb is red, it's a no parking zone. The only approved parking areas are within a garage or in a marked parking space or on the city streets (be mindful of “School Days” limits).
Storage of trailers, RVs and boats is not allowed in the Community other than for brief loading/unloading.
Pets
We love pets at Springbrook and you will see many out on walks, as well as strollers from adjacent properties! All dogs must be on a leash while on common grounds.
Residents must immediately remove their pet's waste. A waste bag station is stocked by the HOA, mainly as an incentive for through-walkers in the neighborhood to pick up their pet waste.
Residents are responsible for any noise, damage or inconvenience caused by their pet.
Also note: We share our community with other wildlife…coyotes, bobcats, racoons, opossums, squirrels, among many. Please do not feed the wildlife and be attentive with your pets. Outside cats and small dogs are at risk!
Property Maintenance and Improvements
Are you planning to put in a new HVAC unit, TV cable, replacement windows and doors, a new skylight, etc.? Our Covenants establish an Architectural Control Committee (ACC) to keep the development sound and consistent in appearance. Therefore, there are restrictions and/or permissions that need to be obtained for certain updates before your contractor starts work.
Always check to see if your project needs a) permission from the ACC and/or b) a permit and inspection from the City of Kirkland before you pay a deposit or your contractor starts the work.
Generally anything that affects the outside or structure of the units needs to have HOA permission, for example replacement windows or doors or garage doors (no windows and upraising only) or roofs (dark grey or black). The ACC form is available on the TownSq portal. Also, exterior paint colors for the single-family units must be chosen from an approved color palette. Townhomes require no painting since they are made of vinyl siding however there are paint colors for the doors and chimney trim.
Visible temporary structures, hot tubs, and AC units need ACC approval.
Note, street-level inspection is conducted annually (usually in June) by the HOA. Since it is incumbent on everyone to maintain their property to keep our high home values, the HOA will point out areas that need attention - either “advisory” or “mandatory”. Examples might be overflowing gutters, significant moss build-up on siding or walkways or fences in need of repair.
If in doubt, please submit an ACC request with your plans. Retroactive permission might not be granted, additional inspections may be required and repairs to remedy or reverse an upgrade can become very costly.
Speed Limit
The speed limit within Springbrook Square is 25 miles per hour. Although we have sidewalks on one side of our streets, there are often parked cars, people walking, pets on leashes, children playing, and bike riders. Please drive carefully.
